INTERNATIONAL SCIENTIFIC AND EDUCATIONAL COOPERATION WITH THE REPUBLIC OF AZERBAIJAN

From December 12 to 14, 2022, Director of the Educational and Scientific Institute of Public Administration and Civil Service Larysa KOMAKHA and Deputy Director of the Institute for Scientific and Pedagogical Work Viktoriya GURA made a working visit to the Republic of Azerbaijan.

The purpose of the visit was to establish cooperation on joint scientific and educational projects in the field of public management and administration, as well as in the field of global and national security (transfer of knowledge on export control of goods and dual-use technologies).

During the visit, Larysa KOMAKHA and Viktoriya GURA met with the Rector of Baku State University Elchin BABAEV. This higher education institution is a classical university that provides training in various specialties. The meeting was extremely constructive, because the prospects of creating a joint English-language master's program in the field of public management and administration were discussed.

The management of the Institute also paid a working visit to the Azerbaijan State University of Oil and Industry, where they talked with the Rector Mustafa BABA oglu BABANLI and Vice-Rectors for educational, scientific and international work. They discussed cooperation in the field of security, namely a joint project on export control of dual-use goods and technologies, and raised the issue of cooperation in the direction of responsible science.

Negotiations were also held with the Vice-Rector for international activities of the Azerbaijan State University of Economics Neman MURADLI IMRAN and his team, who are extremely interested in cooperation with us in the field of public management and administration, global and national security, because the university has an ambitious intention to turn into a classical one. Training is already being carried out not only in economic specialties, but also in other humanitarian and applied fields.

In addition to the universities of Baku, the directorate of IPACS visited the extremely modern State Examination Center of the Republic of Azerbaijan, where various tests are conducted for both civil servants and pupils and students. With the management of the Center, namely the Chairperson of the Board of Directors, Maleyka Mehdi Abbaszade, and the Deputy Chairperson, Bahram KHALILOV, discussed the procedure for organizing the assessment and the work of experts in creating tests and tasks for exams. In addition, trainings and seminars for civil servants are held on the basis of the Center. It was interesting to listen to the presentation about the experience of colleagues in this field, because our Institute also regularly develops programs and conducts advanced training for civil servants and local self-government officials.

As part of the program of the visit, the management of the Institute visited the Academy of Public Administration under the President of the Republic of Azerbaijan. A constructive meeting was held with Rector Urkhan ALEKPEROV and Vice-Rectors for educational, scientific and international work. Educational programs, scientific projects and possible areas of cooperation were discussed. Today, the issue of patriotic education of youth and the reconstruction of the state is particularly acute. This meeting took place with the assistance and support of Oleh KRAPIVIN, who is a well-known person in the world of sports. In addition, he founded the Ukrainian-Azerbaijani educational, scientific-cultural, sports center named after Heydar Aliyev. He is also the chairman of the Congress of Kyiv Azerbaijanis (KKA) of Ukraine. The result of this meeting is joint educational-scientific and cultural-sports projects.

A delegation of our Institute visited the Embassy of Ukraine in the Republic of Azerbaijan, where at a meeting with the Ambassador Extraordinary and Plenipotentiary of Ukraine in the Republic of Azerbaijan Vladyslav KANEVSKY, new forms of cooperation in the educational and scientific spheres were discussed, and the vectors of the development of Ukrainian-Azerbaijani relations in the scientific and educational direction were outlined, which will be of common interest and can be implemented in the near future.
