History of the department

The Department of Public Administration was established at the Taras Shevchenko National University of Kyiv on March 14, 2011. Given need for highly qualified personnel, the Faculty of Philosophy began training specialists in the field of Civil Service.

The first persons of the department were scientific and pedagogical staff of the university and other invited practitioners. Since then, the department has included doctors of science: Dmitry Nelipa (head of the department until 2021), Marina Shulga, Natalia Likarchuk, Tymofiy Motrenko, Mykola Tomenko, Konstantin Vashchenko, Viktor Solovyov, Alexander Rudkovsky, Anatoly Savkov, Valery Vorotin, Natalia Korchak , Hryhoriy Sytnyk. Candidates of Sciences - Oleg Zubchyk, Maryna Kanavets, Vyacheslav Kyrylenko, Anna Mamchur, Khrystyna Golynska, Natalia Lipkovska, Yevhen Grebonozhko, Andriy Mykolyuk, Ihor Tkachenko, Yuriy Ruban, Anastasia Shtelmashenko.   

Since the beginning of the department's activity, the development and implementation of relevant normative and special courses had become a priority. Among them: "Organizational and legal principles of civil service in Ukraine", "Public Management", "Public Marketing", "Information systems in public administration", "Territorial organization of power in Ukraine", "Political aspects of civil service", "Document flow in civil service",  "Basic instruments of democratization of society" and many others.

Since 2011, the staff of the department has developed bachelor's degree programs in Public Administration, Master's degree in Civil Service, Public Administration and Public Administration and Doctor of Philosophy in Public Administration and Administration, which in 2021 was accredited by the National Agency for Quality Assurance in Higher Education.

Cooperation with the National Agency of Ukraine for Civil Service Affairs, which resulted in the opening of a master's degree program "Public Administration and Administration (for civil servants)" is particularly important. More than a thousand specialists have been trained in all educational programs during the activity of the department.

The staff of the department has prepared textbooks and manuals - "Political Management", "Political and legal support of public administration", "Political education of civil servants", "Organizational and legal framework of civil service", "Public administration in the field of national security" and others.

Since 2014, a peer-reviewed scientific journal “Bulletin of Taras Shevchenko National University of Kyiv. Governance"

After the creation in 2021 of a separate structural unit - the Educational and Scientific Institute of Public Administration and Civil Service, the department was transferred to this Institute.

Heads of the department

For 10 years since its inception, the head of the department was Nelipa Dmitry Vasilyevich, Doctor of Political Sciences, Professor.

Since 2021, after the transfer of the department to the Institute, the head of the department is Zubchyk Oleg Anatoliyovych, Doctor of Science in Public Administration, Associate Professor.

 

Educational and research programs

Employees of the department teach educational courses to applicants for the educational and professional program of the bachelor's degree "Public Administration", the educational and professional program of the master's level "Public Administration and Administration (for civil servants)", educational and scientific programs "Civil Service", "Public management and administration ". Also, the department provides an educational and scientific program of training doctors of philosophy of the Educational and Scientific Institute of Public Administration and Civil Service in the specialty 281 "Public Administration".

Educational and methodical work

For ten years the teaching staff of the department had prepared: monographs - 5, textbooks and manuals - 6, methodical materials - 22. All educational courses of the department are provided with working programs of disciplines.

Scientific research work

Researchers of the department study current scientific problems of public administration, participate in research on reforming public administration, social development, human development, state competitiveness, constitutionalism and others. The department supervises the preparation of dissertations for the degree of Doctor of Philosophy and the degree of Doctor of Science in Public Administration.

Cooperation

The Department of Public Administration works closely with the National Agency of Ukraine for Civil Service and the Center for Adaptation of Civil Service to European Union Standards, regional and district state administrations, which are the basis of practice for applicants. Teachers of the department participate in the preparation of proposals for the formation of public policy in the field of public administration; provide scientific, expert and methodological support for the preparation and implementation of programs and activities in this area; provide advisory and methodological assistance in fulfilling Ukraine's commitments to the European Union and international organizations; provide consulting support to public authorities and local governments on the dissemination of legal,
