On August 22, 2022, the international round table "INDEPENDENCE OF UKRAINE: MODERN DOCTRINE AND PRACTICE OF PUBLIC ADMINISTRATION" dedicated to the Independence Day of Ukraine was held on the platform of the Educational and Scientific Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv.

The tasks of public administration require a new understanding in the situation of a large-scale war, heavy losses and high expectations of society. Making decisions in conditions of great uncertainty means that no one can claim to have a complete vision of the picture of the present and the future. This picture must be drawn up and offered to the society, the nation, in order to gain trust and willingness to act for a certain result. Only an interested dialogue can provide such a picture. With these words, Larisa Komakha, Director of IPACS, began her speech at the opening of the event.

In these words, the goal of the event is formulated to offer a professional dialogue, to show what it can be, and then to create a platform for it on the basis of the Institute, involving representatives of authorities, the academic environment, and civil society in intellectual "brainstorming". The most ambitious program is the formation of a new vision of management, its tasks and decision-making processes in a war situation.

The course of the round table testified that the proposal received a very positive response from all participants. And their composition was very representative, and the tone of the performances was very businesslike. Deputies of the Verkhovna Rada, deputy ministers, representatives of local self-government and authoritative public organizations did not limit themselves to just congratulatory words or general advice for the future. Specificity and focus on the result dominated.

The speech of the First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniienko can be considered indicative. One of the leaders of the parliament outlined the range of urgent tasks that the single legislative body of power is working on and made specific proposals for cooperation with TSNUK and, more broadly, with the Ukrainian academic environment to solve them. The deputies who took the floor, including Andriy Klochko and Oleksandr Aleksiychuk, supplemented and developed these theses. From the package of parliamentarians' speeches, it can be concluded that the Verkhovna Rada of Ukraine is ready to conduct a dialogue with the aim of increasing the effectiveness of its work in the conditions of martial law.

The same readiness was heard in the speeches of representatives of the executive power, in particular in the words of Nataliia Aliushyna, Head of the National Agency of Ukraine for Civil Service, who emphasized the importance of new ideas in the situation of civil service reform, which is now starting.

The speeches of foreign participants were interesting. In the speeches of friends-partners Andrius STASIUKYNAS, Director of the Institute of Public Administration of Mykolas Romeris University, Adam LAZOWSKI, professor of the School of Law of the University of Westminster (Great Britain), Jan-Urban Sandal, founder of the Institute of his name (Norway) sounded full support of Ukraine in the fight against Russian aggression. Foreign colleagues actively suggested using the experience of different countries with the aim of making the most of the opportunities opened by Ukraine's acquisition of the status of a candidate for EU membership.

At the end of the work, the participants unanimously adopted the resolution of the round table, which systematizes and summarizes the ideas and proposals expressed by the participants. The text of the resolution is open for comments and suggestions (address on the website) and after processing these comments by the organizers of the round table, it will be sent to all interested parties.

The round table is complete, but the work continues. The idea met with support and will be implemented. Until the new meetings!
