It was held the International Scientific and Practical Conference “30 Years of Independence of Ukraine: Achievements, Challenges and Prospects” 10 of September 2021 at the Educational and Scientific Institute of Public Administration and Civil Service of the Taras Shevchenko National University of Kyiv.


It was held the International Scientific and Practical Conference “30 Years of Independence of Ukraine: Achievements, Challenges and Prospects” 10 of September 2021 at the Educational and Scientific Institute of Public Administration and Civil Service of the Taras Shevchenko National University of Kyiv.

The event took place in real and distance format with the participation of people's deputies of Ukraine, representatives of central and local authorities, local government officials, postgraduates, doctoral students, students, national and foreign scientists and lecturers of higher education institutions. Scientists from Argentina, Belgium, Hong Kong, Lithuania, Norway, Poland, USA, France and Japan took part in the conferences.

The Conference was opened by Acting Director of the Educational and Scientific Institute of Public Administration and Civil Service of the Taras Shevchenko National University of Kyiv – Larysa Komakha, Doctor of Philosophy, Professor. In her speech she noted that “new knowledge gained during the conference will be useful both in the field of national parliamentarism and in state building in general. Today Ukraine faces many new challenges that require timely and adequate response not only from public authorities and local governments, but also from the public, research and expert community that joint efforts can protect the achievements of our Independence that increase them and promote further democratic development of Ukraine”.

Vice-rector of the Taras Shevchenko National University of Kyiv Volodymyr Ilchenko addressed the audience with a welcoming speech. He conveyed words of congratulations from the Rector of the University Volodymyr Bugrov and noted that the Conference is extremely relevant and its title is extremely eloquent, as it is a kind of result of Ukraine's path in thirty years in the field of state building, parliamentarism, national security and defense, regional development.

Deputy Speaker of the Verkhovna Rada of Ukraine – Olena Kondratiuk welcomed with the emphasizing the important role of the Ukrainian Parliament in building Ukraine's independence and its progress towards a developed democratic state with high economic and intellectual potential.

First Deputy Chief of Staff of the Verkhovna Rada of Ukraine – Volodymyr Slyshynskyi congratulated the Conference participants on behalf of the Verkhovna Rada of Ukraine on the 30th anniversary of Ukraine's Independence and expressed gratitude to the scientific and pedagogical staff of the Department of Parliamentarism of the Educational and Scientific Institute of Public Administration and Civil Service of the Taras Shevchenko National University of Kyiv for systematic cooperation, constructive dialogues and expert assessments.

Acting Head of the Department of Parliamentarism Valentyna Hoshovska, Doctor of Political Science, Prof. noted in her speech that Ukrainian parliamentarism is now systematically studied within the framework of the domestic scientific school operating at the department and united a constellation of scientists and practitioners in this field that form a joint effort of the Ukrainian information and communication platform to support and implement the ideas of popular representation, professing parliamentarism as a democratic and scientific idea a kind of "universal value".

Acting Head of the Department of Regional Policy, Doctor of State Administration, Prof. Viktoriia Koltun supported the idea of the developing parliamentarism at the local level and stressed the success of the reform of decentralization of the power in Ukraine and has positive consequences for the development of representative democracy and political responsibility and leadership.

Deputy Minister of Economy of Ukraine, Trade Representative of Ukraine  Taras Kachka made a report on solving the problems of Ukraine's integration into the European Economic Area in order to ensure national security.

Interesting and useful scientific reports were presented by foreign scientists: Anna Sikorska, Vice-Rector for Cooperation and Development of the University of Occupational Safety Management in Katowice, Doctor of Philosophy (Republic of Poland); Tadeusz Wallas, Vice-Rector for Human Resources and Development of Adam Mickiewicz University in Poznan, DrHb, Professor (Republic of Poland); Vlad E. Genin, Dr., Professor of management sciences, former: Chief Program Coordinator, Co-Director, General Editor, Stanford University, University of California, Los Angeles, Plenipotentiary Representative of the Higher Education Academy of Sciences at the U.N., Campus College Chair, University of Phoenix, Silicon Valley, U.S.A.; Anatoly Oleksiyenko, Director of the Comparative Education Research Center, PhD, Associate Professor of the Faculty of Education, University of Hong Kong (Hong Kong); Yoshihiko Okabe, Doctor of Economics, Professor of Kobe Gakuin University (Japan), President of the Association of Ukrainians of Japan; Jan-Urban Sandal, Professor, Rector of Fil. Dr. Jan-U. Sandal Institute, Doctor of Philosophy (Kingdom of Norway); Jean Pascal Zanders, International Expert, Doctor of Science, Head of The Trench (Belgium-France); Quentin Michel, Professor of Department of Political Science, University of Liege (Kingdom of Belgium), Doctor of Science; Maria Espona, Project Manager of the European Commission, Doctor of Science (Argentina); Vainius Smalskys, Professor of the Institute of Public Administration of Mykolas Romeris University, Doctor of Science (Lithuania); Tadas Sudnickas,  Professor of Institute of Leadership and Strategic Management of Mykolas Romeris University, Doctor of Science (Lithuania).

In total, 188 participants took part in the conference including Deputies of Ukraine of the 9th convocation – Oleksandr Aliksiichuk, Yuriy Kisiel, Volodymyr Kreidenko that made scientific reports, and Yulia Yatsyk, Oleh Arsenyuk, Mykola Tyshchenko, Ihor Negulevsky.

Participants of the conference at the plenary session and section meetings, which were headed by heads of departments (Valentina Goshovska, Doctor of Political Science, Professor, Acting Head of the Department of Parliamentarism; Oleh Zubchyk, Doctor of Public Administration, Assoc. Prof., Head of the Department of Public Administration; Rena Marutian, Associate Professor of the Department of Global and National Security, Doctor of Public Administration, Associate Professor; Viktoriia Koltun, Acting Head of the Department of Regional Policy, Doctor of Public Administration, Prof.; Yurii Nesteriak, Acting Head of the Department of Information Policy Management, Doctor of State Administration) discussed a set of issues devoted to the prospects of parliamentarism in modern conditions; achievements of Ukraine in state building and nation-building during the years of Independence; modern challenges and problems of national security; the specifics of the implementation of regional development policy in the context of decentralization of power, as well as the peculiarities of European and Euro-Atlantic integration of Ukraine in the context of global challenges.

The participants of the event had the opportunity to join the discussions both directly in the classrooms and in a remote format. The event was moderated by Olha Andrieieva, Deputy Director for Research at the Educational and Scientific Institute of Public Administration and Civil Service and Viktoriya Gura, Deputy Director for Scientific and Pedagogical Work at the Educational and Scientific Institute of Public Administration and Civil Service; general organization and coordination was carried out by Professor of the Department of Parliamentarism, Doctor of Pedagogical Sciences Lidiia Danylenko and Head of the International Cooperation Group Svitlana Hladkova.

According to the Conference, its participants testified to the wide representativeness and high scientific level of the presented reports that noted the need for active coverage of the work of Ukrainian researchers who participated in the Conference, in particular the Scientific School of National Parliamentarism in the context of new scientific knowledge and dissemination. The research and educational activities between Taras Shevchenko National University of Kyiv, in particular the Educational and Scientific Institute of Public Administration and Civil Service and national and foreign institutions of higher education that educate specialists in public administration as well as with the Verkhovna Rada of Ukraine and its administration.
