The Department of European Integration Policy, as a structural unit of the Educational and Scientific Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv, was established on April 10, 2023 with the aim of training a new generation of specialists in specialty 281 "Public Management and Administration", capable of successfully fulfilling tasks related to the European integration of Ukraine, adequately representing the state at the international level, and, together with experts from the member states of the European Union, shaping its policies.
The department's lecturers are practitioners and experts with experience in working and consulting in the Council of Europe, international projects, public authorities, and certified trainers.
The department's mission is to train highly qualified and competitive specialists in the European labor market, capable of implementing changes and reforms in the context of Ukraine's European integration, ensuring sustainable development of the state, and developing personal and intellectual potential for a successful career.
Our vision is a department with an innovative corporate culture, high-quality education and science, developed cooperation with stakeholders and European higher education institutions.
The main areas of activity of the department are educational, international, methodological, scientific and educational.
Educational activities:
wide implementation of innovative forms and methods of learning (problem-based and transformative learning, design thinking methodology, coaching, etc.) into the initial process;
introduction of flexible trajectories of obtaining higher education based on a student-centered approach, combining educational, scientific and practical components in teaching;
creation of conditions for the intellectual, cultural and professional development of higher education students, providing the opportunity to develop leadership and other social skills;
establishment of effective interaction with employers, the academic community and other stakeholders to ensure the relevance and practice-oriented nature of the content of the training;
involvement of leading domestic and foreign scientists and practitioners in teaching;
development and implementation of advanced training programs for public servants in the field of activity of the department in order to obtain rapid feedback from practitioners on the relevance of educational material and teaching skills of teachers.
International activities:
study of advanced foreign experience in training specialists in the department's profile and its use in the educational process;
development of international cooperation with foreign universities in order to improve educational programs and create conditions for academic mobility of participants in the educational process;
increasing the level of involvement of department teachers, postgraduates and doctoral students in preparing applications for participation in international competitions under the Horizon Europe, Erasmus+, Creative Europe, etc. programs;
participation in the implementation of international projects and programs (including with the involvement of education seekers);
participation in international conferences, seminars and other communicative events.
Methodological activities:
development of educational programs and programs of educational disciplines in order to ensure their uniqueness and high quality, taking into account the interests and proposals of various stakeholders;
provision of educational programs with educational and methodological materials;
development of author's and electronic courses on relevant topics.
Scientific activity:
creation of a research environment with an emphasis on quality, relevance, innovation and academic integrity;
conducting scientific activity on priority topics determined by orders of the Ministry of Education and Science of Ukraine, the Strategic Plan "Horizon Europe" for 2025-2027, areas of scientific research approved by the Academic Council of the Institute;
organization of scientific seminars, conferences, round tables, etc.;
participation of the department's employees in the work of advisory and consultative bodies created by public authorities, specialized academic councils for the defense of dissertations of Doctors of Sciences and Doctors of Philosophy;
testing and publication of research results of teachers and students.
Educational work:
creating conditions for students to realize their abilities and talents;
creating conditions for students to actively participate in scientific student work competitions, olympiads, conferences and other communicative events.
The main principles of the department's activities: orientation towards the national interests of Ukraine; combination of domestic educational traditions with advanced European experience in training public managers; human-centeredness; professionalism; innovation; flexibility; collegiality; personal and collective responsibility.
