About the department
The Department of Regional Policy was established on July 1, 2021 as part of the Educational and Scientific Institute of Public Administration and Civil Service on the basis of a number of departments of the National Academy of Public Administration under the President of Ukraine.

The department is headed by Doctor of Public Administration, Professor Viktoriia Koltun.

The department's staff consists of highly professional teachers with extensive experience in public and local government bodies, higher education institutions. Among the teaching staff of the department are heads of the Central Executive Authorities and the Regional Military Administration. All teachers have trained abroad and are certified as adult education trainers. The department's teachers regularly improve their professional and teaching skills.

Educational, scientific and educational and professional programs
The department, within the framework of specialty 281 “Public Management and Administration”, has developed unique educational programs “Local Self-Government”:

  • educational and scientific program – for full-time study (term of study 2 years) and
  • educational and professional program – for part-time study (term of study 1.5 years).

Their subject is the study of local self-government as a specific form of public authority. The level of higher education is the second (master's), the degree of higher education is “Master”.

In 2022-2023, in cooperation with the Representation of the President of Ukraine in the Autonomous Republic of Crimea, unique educational programs were developed within the framework of specialty 281 “Public Management and Administration” for the training of masters – specialists in the field of management of de-occupied and post-war territories:

  • “Post-conflict Governance” – an educational and scientific program for full-time training (study period 2 years) and
  • “Governance in post-war territories” – an educational and professional program for part-time training (study period 1.5 years).

A feature of all educational programs provided by the department is the use of an interdisciplinary approach, the application of the leadership paradigm of learning and the focus on the formation of flexible (soft skills) professional skills in future specialists. The programs organically combine theoretical and practical blocks, which allows students to obtain systemic knowledge in managing the development of post-conflict territories, exercising the right to local self-government and acquiring practical skills in carrying out activities in the field of public administration.

We are constantly working on improving our educational programs, adapting them to the needs of society. Thus, since 2024, the master's programs “Local Self-Government” have been supplemented with elective blocks “Anti-Corruption Compliance in the Local Self-Government System” (developed and implemented in cooperation with the National Agency for the Prevention of Corruption) and “Energy-Efficient Development of Territories” (provided in cooperation with the State Energy Efficiency Agency).

Students undergo mandatory internships in accordance with the chosen topic of their master's thesis, which contributes to their successful employment.

Educational and methodological work
The department provides training for higher education applicants in the disciplines of specialty 281 “Public Management and Administration”. All disciplines are provided with educational and methodological complexes.
Members of the department are developers of more than 30 textbooks and manuals on local and regional development, management of territorial renewal processes, city management, etc.
Considerable attention is paid to the development and implementation of practice-oriented competitive general, special professional (certificate) and short-term programs for advanced training of civil servants and local government officials, which provide interdisciplinary and individualized training content.

Scientific and research work
The department provides guidance on the preparation of PhD dissertations and advice on the preparation of doctoral dissertations.
Members of the department participate in research on local and regional development, including on behalf of state authorities and local governments.
Scientific developments and expert and analytical recommendations of the department are presented and used in the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Central Executive Authorities, local executive bodies and local self-government bodies and their All-Ukrainian associations.

The scientific achievements of the department members are published in professional and international publications, electronic resources, publications included in scientometric databases, in particular, Scopus, Web of Science, Copernicus, etc.

Project activities
The department's teachers actively participate in domestic projects to strengthen management capacity at the central and local levels and projects for regional and local development of international technical assistance, including, currently, in the ERASMUS+ Program, the International European Training Center (CIFE), and recently - in the U-LEAD with Europe Programs, GIZ, etc.

International activities
The department participates in the implementation of the CIFE project, providing teaching of subjects on EU development issues for students from both Ukraine and a number of European countries.
Members of the department undergo training and internships (both remotely and in person) in Norway (Oslo), Fil. Dr. Jan-U. Sandal Institute. In particular, the department ensured the holding of the 82nd Summit Conversations on Emerging Issues in social entrepreneurship in Ukraine.

Cooperation
The department actively cooperates with the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, central and local executive bodies, local self-government bodies and their All-Ukrainian associations. The department's lecturers are members of many working, advisory, expert and consultative groups, public councils established by public authorities or directly headed by central or local executive authorities, in particular, Associate Professor of the Department, Candidate of Economic Sciences, Hanna Zamazieieva is the Head of the State Agency for Energy Efficiency and Energy Saving, and Associate Professor of the Department, Doctor of Philosophy in Public Administration, Viacheslav Nehoda heads the Ternopil Regional Military Administration. This configuration of the department's teaching staff ensures a practical orientation of training and promotes the employment of our students according to the knowledge, skills and abilities they have acquired.
