About the Department
The Department of Regional Policy was established on the 1st of July 2021 as a part of the Educational and Scientific Institute of Public Administration and Civil Service on the basis of a number of Departments of the National Academy of Public Administration under the President of Ukraine.
The Department is headed by Viktoriia Koltun, Doctor of Sciences in Public Administration, Professor.
The staff of the Department consists of highly professional lecturers with extensive experience in public administration and local self-government. All lecturers did internships abroad, certified as adult learning trainers. Lecturers of the Department regularly improve their professional and lecturing skills.
 
Educational-scientific and educational-professional programs
The Department has developed unique educational programs "Local self-government" within the specialty 281 "Public Administration":
• educational and scientific program – for full-time (term of study 2 years) and
• educational and professional program – for extramural (term of study 1.5 years).
Their subject is the study of local self-government as a specific form of public authority. The level of higher education is the second (master's), the degree of higher education is "master".
The peculiarity of educational programs is use of interdisciplinary approach, the application of the leadership paradigm of learning and the focus on the formation of the future specialists’ professional soft skills.
The programs organically combine theoretical and practical blocks, which allows students to gain systematic knowledge of local self-government and acquire practical skills in public administration.

Educational and methodical work
The Department carries out training of applicants for higher education in the disciplines of specialty 281 "Public Administration". All disciplines are provided with educational and methodical complexes. Members of the Department are developers of more than 30 textbooks and manuals on local and regional development.
Considerable attention is paid to the development and implementation of practice-oriented competitive general, special professional (certificate) and short-term programs for professional development of civil servants and local government officials, providing interdisciplinary and individualized learning content.
 
Scientific research work
The Department provides guidance in the preparation of PhD dissertations and advises on the preparation of doctoral dissertations.
Members of the Department participate in research work on local and regional development, including by order of public authorities and local self-governments.
Scientific developments and expert-analytical recommendations of the Department are presented and used in the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, central executive authorities, local executive authorities and local self-government bodies and their All-Ukrainian associations.
The scientific achievements of the teachers of the Department are published in professional and international publications, electronic resources, publications included in scientometric databases, in particular, Scopus, Web of Science, Copernicus, etc.
 
Project activity
Lecturers of the Department take an active part in domestic projects to strengthen management capacity at the central and local levels and projects of regional and local development of international technical assistance, including, for the last period, U-LEAD with Europe, GIZ, etc.
 
International activities
The Department cooperates with the Network of Institutes and Schools of Public Administration of Central and Eastern Europe (NISPAcee) in order to share practical experience of teaching, research and organizational work in higher education institutions of OECD and EU member states in the field of public administration.
 
Cooperation
The Department actively cooperates with the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, central and local executive authorities, local self-governments and their All-Ukrainian associations. Lecturers of the Department are members of many working, advisory, expert-advisory groups, public councils established by public authorities.
