About the department
The Department of Parliamentarism of the Educational and Scientific Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv was established on the basis of the Department of Parliamentarism and Political Management of the National Academy of Public Administration under the President of Ukraine established on July 10, 2009 with the assistance of the Verkhovna Rada of  Ukraine.

Founder and Head of the Department of Parliamentarism – Valentyna Hoshovska, Doctor of Political Science, Professor, Doctor of Social Sciences and Professor of Humanities of the National Agency for Academic Exchange (Narodowa Agencja Wymiany Akademickiej) of the Republic of Poland, Member of Parliament of Ukraine of the Second and Third Convocations Social Policy and Labor, First Deputy Minister of Defense of Ukraine, Deputy Council of National Security and Defense of Ukraine.

Valentyna Hoshovska is the author of more than 300 scientific papers on topical issues of public administration, social development, theory and practice of parliamentarism, political management, political science, history, Ukrainian literature.

The staff of the department consists of highly professional teachers who have extensive experience not only in theoretical but also in practical activities in the field of parliamentarism, public administration, applied political science and pedagogy. Scientific and pedagogical staff of the Department of Parliamentarism, in addition to the educational and scientific process and its scientific and methodological support, disseminates knowledge about parliamentarism through the media, in particular in the Verkhovna Rada of Ukraine together with MPs of Ukraine, round tables, forums, congresses, conferences broadcasted on radio and television.

Educational-scientific and educational-professional programs
The department has developed the only in Ukraine unique educational programs "Parliamentarism and Parliamentary Activities" for the preparation of masters in the specialty 281 "Public Administration":

  • educational-scientific program "Parliamentarism and parliamentary activity" - full-time education (study period 2 years);
  • educational-professional program "Parliamentarism and parliamentary activity" - part-time study (study period 1.5 years).

The department has prepared more than 1,000 graduates - masters of state management, masters of public administration and management. Most graduates hold senior positions in public authorities. Among them are heads of state and local self-government bodies, people's deputies of Ukraine and their assistants, deputies of local councils, heads of territorial and united territorial communities, representatives of business, public and political organizations and associations.

Our graduates are competitive; able to analyze, develop and implement public policy; participate in political and legal regulation of parliamentary activities, regulatory procedures, etc.; promote and ensure legislative and rule-making processes in public authorities, the Verkhovna Rada of Ukraine, local councils, and other representative authorities.

Educational and methodical work
The department has prepared 20 monographs, 30 textbooks and manuals, more than 300 teaching materials. Among them are textbooks "Fundamentals of Domestic Parliamentarism" in 2 volumes, "Parliamentarism" (1st and 2nd extended edition), "Elite Studies", "Political Elite", "Political Opposition", "Mechanisms for Preventing Political Corruption in representative power", "Communicative competence of the People's Deputy ", etc.

Scientific research work
The department supervises the preparation of PhD thesis and advises on the preparation of doctoral thesis in public administration and management, political science.
Research and teaching staff of the department participate in research work on the development of parliamentarism and parliamentary activities, including those on behalf of public authorities.
Scientific developments and expert-analytical materials of the department are used in the work of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the National Security and Defense Council of Ukraine, public authorities and local governments.
Scientific researches of the teachers of the department are published in professional Ukrainian and international publications, as well as publications that are part of the scientific indexed databases Scopus and Web of Science.

Scientific school
On January 17, 2022, the Academic Council of Taras Shevchenko National University of Kyiv registered the "Scientific School of Domestic Parliamentarism" (founded in 2018 at the National Academy of Public Administration under the President of Ukraine), headed by Valentina Goshovska - Head of the Department of Parliamentarism.
It included more than 100 scientists, including: academics (state status); corresponding members of the Academy of Sciences (state status); doctors and candidates of sciences (political, pedagogical, legal, public administration, philosophical, philological, sociological, etc.); graduates of master's degrees, doctors of philosophy, doctors of sciences, specialties 281 "Public Administration", 052 "Political Science".

International activities
The department cooperates with:

  • Higher School of Occupational Safety and Health Management in Katowice (Republic of Poland) with a second diploma;
  • Czestochowa Polytechnic University (Republic of Poland);
  • University. F. Palacky (Olomouc, Czech Republic);
  • University of the Republic of Estonia - Tallinn University of Technology.
