The Department of Public Policy as a structural unit of the Educational and Scientific Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv (hereinafter TSNUK), established at an extraordinary meeting of the Academic Council of TSNUK on April 5, 2021.

The Department of Public Policy was formed by reorganizing several departments of the National Academy of Public Administration under the President of Ukraine (hereinafter the National Academy) and is implementing the traditions established by the following predecessors on a new basis:

  • Department of Public Policy and Political Analytics of the National Academy (2006-2021), which was the first in Ukraine to establish a scientific school of public policy and developed a relevant educational and vocational training programme, an integrated set of academic disciplines in public policy, political analysis and public administration. Founder and further head of the department - Doctor of Political Sciences, Professor, Honored Worker of Science and Technology of Ukraine S.O. Teleshun;
  • Department of Public Administration and Public Service of the National Academy (1995-2021), which in different periods was headed by Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences, Honored Lawyer of Ukraine N.R. Nyzhnyk (1995-2006), Doctor of Economic Sciences, Professor O.Yu.  Obolenskyi, (2007–2010), Doctor of Science in Public Administration, Professor M.M. Bilynska, (2010–2012), Doctor of Economic Sciences, Professor S.A. Romaniuk, (2012–2016 ), Doctor of Science in Public Administration, Professor S.K. Khadzhiradieva, (2017–2020) and Candidate of Pedagogical Sciences, Associate Professor, Professor of the Department N.B. Larina (2021). In 2017, the Department of Philosophy and Methodology of Public Administration, whose longtime head was Doctor of Philosophy, Professor, Honored Scientist of Ukraine V.M. Kniazev (1999-2014) joined the department;
  • Department of State and Law (1995-2021) of the National Academy, headed by Doctor of Law, Professor, Honoured Worker of Science and Technology of Ukraine I.A.Grytsak (1995-1996), Doctor of Law, Professor, Honoured Lawyer of Ukraine V.I.Bordeniuk (1996-2006), Candidate of Law, Associate Professor, Honoured Worker of Education of Ukraine S.D.Dubenko (2006-2017), Candidate of Law, Associate Professor, Honoured Lawyer of Ukraine N.G.Plahotniuk (2017 -2021);
  • Department of Economic Policy and Management of the National Academy (1995-2021), which in different periods was headed by Doctor of Sciences in Public Administration, Professor, Honored Worker of Science and Technology of Ukraine I.V. Rozputenko (1995-2014), Doctor of Economic Sciences, Professor, Honored Worker of Science and Technology of Ukraine V.G. Bodrov (1999-2016), Doctor of Sciences in Public Administration, Professor N.I. Oliynyk (2017-2021);
  • Department of Social Development and Public Power Relations of the National Academy (1995-2021), headed by Doctor of Philosophy, Professor V.A. Rebkalo (1995-2014), Doctor of Public Administration, Professor V.V. Tertychka (2014 -2016), Doctor of Public Administration, Professor L.V. Goniukova (2017-2021);
  • Department of Social and Humanitarian Policy of the National Academy (1995-2021), the heads of which were: Doctor of Philosophy, Professor, Honored Scientist and Technician of Ukraine V.A. Skurativskyi (1995-2004), Doctor of History, Professor, Honored Scientist and Technician of Ukraine, Laureate of State Prize of Ukraine in Science and Technology, civil servant category "A" V.P. Troshchynskyi (2011-2021). In 2017, the Department of Health Care Management (1994-2017), the heads of which were: I.M.Solonenko, Doctor of Medicine, Professor, Honored Worker of Science and Technology of Ukraine (1994-2012); I.V.Rozhkova, Doctor of Public Administration, Professor (2012-2014); V.M. Kniazevych, Doctor of Medicine, Minister of Health (2007-2010), Honored Doctor of Ukraine (2014-2017) was joined to the Department of Social and Humanitarian Policy. The Department of Education Management, which for many years was headed by Doctor of Pedagogical Sciences, Professor, Honored Worker of Education of Ukraine N.G.Protasova, was also joined.

The Department of Public Policy continues the achievements of the Ukrainian School of Archetypics, which emerged as an interdisciplinary scientific and practical research area in the science of public administration. It was based on the analytical psychology of Swiss Carl Gustav Jung, the American Myers-Briggs personality typology, the works of Ukrainian sociologists Eduard Afonin and Olena Donchenko, psychoanalyst Leonid Burlachuk, cultural scientist Serhiy Krymsky and historian Andriy Marnov.


The mission of the Department of Public Policy is to train highly qualified specialists in the field of public management and administration, who have modern knowledge and skills of public policy and political management, the interaction between government, business and civil society and can respond effectively to public challenges, to analyze and model political and management processes, predict political, economic and security risks, provide expert and analytical support to the activities of public authorities and local governments, to make effective power decisions that aim at socially responsible outcomes.

The strategic goals of the department are the development of professional competencies of public servants; scientific-methodical and practical support of public administration reforms.

The purpose of the department is to train the modern political-administrative elite for the public administration system, who can analyse, elaborate and implement public policies and ensure the effective development of the modern state and society.

The objective of the department is to participate in the training of highly qualified specialists for the system of public management and administration, local authorities, and political leadership through the provision of theoretical and practical knowledge not only during the academic year but also during the organization and realization of round tables, seminars, panel discussions dedicated to actual problems of the development of modern state and society, modernization of public administration system, the definition of the strategic goals and objectives.

An important direction of the department's activity, designed to provide training for a wide range of managers, first of all, public servants and local government officials, is the provision of applicants for higher education with modern knowledge about the essence and content of the public policy and political management, the peculiarities of their formation and implementation.
